Prospects For Biometric US-VISIT Exit Capability Remain Unclear
DHS has invested about $1.3 billion over 4 years and delivered basically one-half of US-VISIT, meaning that biometrically enabled entry capabilities are operating at almost 300 air, sea, and land POEs, but comparable exit capabilities are not. Moreover, the prospects for this changing are essentially as uncertain today as they were 4 years ago.

Budgetary Impact of Current and Proposed Border Security and Immigration Policies
CBO estimates that implementation of S.2611 would require $81 billion in additional appropriations over the 10-year period, resulting in $78 billion in added outlays. Economic growth would increase by only a small degree.

Chertoff Issues More Misleading Statements About 'Catch and Remove' Program
The Department of Homeland Security is praising itself for ending a policy called Catch and Release. This new get-tough attitude comes as the White House tries to convince Congress to pass so-called comprehensive immigration reform. Under the old rule, Border Patrol agents would simply release illegal alien border crossers who were from countries other than Mexico back on to U.S. streets. Today, Secretary Michael Chertoff declared the federal government had completely turned around the Catch and Release policy in less than a year. "I'm pleased to say not only did we meet that, but we exceeded that deadline. As of the last several weeks, we have essentially been at 100 percent catch and remove in our southern and northern border," Chertoff boasted. But 'catch and remove' only applies to those caught within 100 miles of the border who are not from Mexico! Critics say DHS is still a long way from solving the illegal immigration crisis. As Bill Buchanan of the American Council for Immigration Reform notes, "You still have the whole country. We're talking about 11 million illegal aliens, possibly 20 million, and maybe even by some measures 30 million."      August 23, 2006

Will Senate 'Amnesty' Bill Result in an Administrative and National Security Nightmare?
The House Subcommittee on Immigration, Border Security & Claims Oversight examined whether attempted implementation of the Senate immigration bill (S.B. 2611) will result in an administration and national security nightmare. Four witnesses were invited to testify with their assessments: Michael Maxwell, former director of the Office of Security and Investigations at USCIS; Michael Cutler, former Senior Special Agent, INS, now with the Center for Immigration Studies; Peter Gadiel, President of 9/11 Families for a Secure America; and Bishop Nicholas DiMarzio of the Diocese of Brooklyn, New York. Michael Maxwell: Checking Terrorism at the Border
Michael Maxwell, former director of the Office of Security and Investigations at USCIS, testified before the House Subcommittee on International Terrorism and Nonproliferation chaired by Ed Royce (R-CA). Maxwell spoke gravely about the harsh realities of USCIS, the agency responsible for authorizing asylum and providing visas and naturalization documents. The agency is also the first line of defense to ensuring that terrorists do not gain entry into the United States. Maxwell described how the agency was undermined by a culture that placed service and the elimination of backlog above national security. “The integrity of USCIS is corrupted,” Maxwell said. “And at a minimum, USCIS and Department of Homeland Security officials have turned a blind eye.” USCIS offered incentives including time off, movie tickets and cash bonuses to adjudicators with the fastest processing times. "These breaches comprise virtually every part of the immigration system, leaving vulnerabilities that have been and likely are being exploited by enemies of the United States," he said.
